After almost 30 years of working together at Carneghi and Partners, Mark Watts and Sara Cohn, MAI formed Watts, Cohn and Partners in 2016.

MARK WATTS is a Partner with Watts, Cohn, and Partners, Inc. after an almost thirty-year career as a commercial real estate appraiser with Carneghi and Partners. He has completed valuation assignments on a wide variety of projects, including industrial facilities, residential subdivisions, apartments, shopping centers, cemeteries and recreational facilities. He has also performed feasibility studies and assisted owners in making asset management decisions.
Mr. Watts has provided litigation support and served as an expert witness in court. He has also served in arbitrations as an expert witness. He has been qualified as an expert in San Francisco and San Mateo Superior Courts. In addition, he has served on the San Francisco County Assessment Appeals Board since 2011.
Simultaneous to his work as a commercial appraiser, Mr. Watts has been an active real estate investor/developer. He is experienced in the acquisition, redevelopment and management of commercial properties. He has witnessed and experienced many real estate cycles and stays abreast of current trends. His personal experience as an investor makes him uniquely qualified to appraisal commercial real estate.
Mr. Watts obtained his Bachelor of Arts Degree from the University of California, Davis. He is a State of California Certified General Real Estate Appraiser.

SARA COHN, MAI is a Partner with Watts, Cohn, and Partners, Inc. From 1988 to 2016, she worked for Carneghi and Partners and was a Senior Project Manager/Partner in their San Francisco office.
Ms. Cohn has over 28 years of appraisal experience. She has extensive knowledge of the San Francisco Bay Area and has appraised many property types including office buildings, industrial properties, retail centers, hotels, residential projects, mixed-use properties and development sites. Recent work has involved the analysis of commercial buildings, residential subdivisions, valuation of affordable housing developments with bond financing and/or Low Income Housing Tax Credits (LIHTCs), assessment districts, co-housing projects and institutional uses.
As well as being a certified General Real Estate Appraiser by the State of California, she has successfully completed all of the appraisal courses offered by the Appraisal Institute as a requirement of membership and holds an MAI Designation.
She is a State of California Licensed Landscape Architect and continues to attend professional real estate lectures and seminars.
Sara received her Bachelor of Arts from the University of California, Berkeley in 1978.

MARJEANNA BIGGINS is a Partner with Watts, Cohn and Partners, Inc. Ms. Biggins joined Carneghi and Partners in 2007. Her responsibilities included the preparation of narrative appraisals for a wide variety of assignments including retail, mixed-use, industrial, office, institutional and vacant land. After the closing of Carneghi and Partners in 2016, Ms. Biggins joined Watts, Cohn, and Partners as a Partner. Recently she has appraised a variety of residential and commercial properties, including retail, affordable housing, student housing and various multi-family apartment buildings.
Simultaneous to her work as a commercial appraiser, Ms. Biggins is an active real estate investor. She is experienced in the acquisition, renovation and management of multi-family residential properties.
Ms. Biggins received her Bachelor of Science from the University of California, Davis. She is a State of California Certified General Real Estate Appraiser.
